The latest CBI Business Survey of the Private Sector over the Winter paints a rather gloomy picture ,with general Business momentum slow , overall Business Confidence fragile and concerns over what measures will appear in the Chancellor’s Budget as she grapples with what appears to be an increasing ‘ Black Hole ‘ in the Country’s Finances . Indications are that major Business decisions are likely to be postponed until after the 26th November’s Budget .
